The team which arrived in Srinagar last week, is making inspections at two levels. First, they check official record and ask various related queries to officials like number of employees engaged for sanitation and the methods used for transportation and disposal of garbage.

Secondly, the team observes on ground whether information provided in official records matches the practical work of agency. The match or mismatches of official records with implementation on ground determine the points that local agencies can score.

The survey attempts to capture the progress in six broad parameters, including collection and transportation of municipal solid waste, sanitation related progress. Some of the components of Mission including open defecation free (ODF), solid waste management, information, education and Communication (IEC) and capacity building are also taken into consideration.

Such teams have visited different cities across India which participated in this survey. Later, the city is ranked as per their achievements in cleanliness.

One of the observers in the team Umar Usman told Greater Kashmir that during their survey they are also making notes of availability of water supply, community toilets and other civic facilities.

“We have met various heads of different urban local bodies in different districts. We send our reports to union ministry through the prescribed format using recommended software,” he said.

An official said that the team held a meeting with various officials in Srinagar. It also interacted with people in various markets and areas to get feedback as whether they are aware about the need and importance of solid waste management and mission of Swachh Bharat Abhiyan.

Their random questions to public also include whether a common man has felt any improvement on ground in terms of sanitation and other civic related matters from past one year.

In 2017, out of 434 cities across India, Srinagar appeared at serial number 244 in ranking. This year, around 4041 cities are participating in the survey.f
