Despite passing of 27 years after 28 people were killed in firing by government forces at Khanyar here in Downtown, police is yet to translate the case file into English.

Officials said this has delayed accord of sanction by government for prosecution of the accused forces.

On 8 May, 1991, forced had opened fire on a procession carrying bodies of civilians killed in Dachigam and Saida Kadal. In the incident, 28 civilians were killed and 52 were injured.

In 2013, a petition was filed by chairperson International Forum for Justice and Human Rights in SHRC. The commission had sought a report from the DGP. After five years, the police submitted a report before SHRC.

The report further states, “the investigation of the instant case was closed as challaned. Subsequently, the file was submitted to Home department for accord of government sanction, wherefrom the case file was returned with some observation/ queries which are being taken care of.”

The commission asked the chief prosecuting officer (CPO) to file the copy of final report which was sent to the home secretary.

The CPO in connection to the direction passed by the commission submitted the final report. The report states, “the investigation of the instant case was closed as challaned. Subsequently, the file was submitted to Home department for accord of government sanction, wherefrom the case file was returned with some observation/ queries.
