Scores of rural dispensaries under ISM (Indian system of medicine) have closed down across Kashmir due to recent postings, transfers and promotions in the department that has rendered these health institutions without staff.

As many as 30 ISM dispensaries are defunct in many districts of the state due to lack of doctors and staff, information accessed by Greater Kashmir has revealed. Six of these dispensaries are in district Kupwara, five in Ganderbal, and likewise in other districts also. These dispensaries were deprived of doctors and other staff due to the effects of recently issued transfer orders in the department.

Currently, 70 doctors have landed with a posting order for Srinagar district which has just 26 ISM health institutions, each requiring one doctor, and a hospital.

Although there are 262 ISM institutions in Kashmir, there are 340 ISM doctors in place, the human resource surpassing the requirement. However, despite this adequate strength of doctors, scores of ISM dispensaries are without doctors reflecting the ‘irrational’ staff allocation in the department.

In October, communications sent by ISM nodal officers of various districts to the director ISM amply illustrates how the ‘questionable transfers’ were resulting in deterioration of health services. However, despite numerous reminders, officials in the department said, no remedial action was taken by the authorities. 

A delegation of ISM doctors said that it was only after they brought the issue of mess in transfers and postings to the notice of the government, that health and medical education department sought an explanation from the director. An HME document HD/ISM/90/2017 addressed to director ISM reads, “whether the transfer orders issued by you are in violation of the 2012 transfer policy of government”, also seeking details of how gazetted officers were being transferred by him.

However, the delegation members feared that the explanation would be brushed under the carpet and ISM institutions continue to deteriorate in the state.
