The social welfare department has not paid cash assistance to over two lakh erstwhile beneficiaries for the past 10 years.

The departments that works for the vulnerable sections of the society and provides financial assistance through different schemes like pension for old-aged, widows, physically challenged and helps in the educational uplift of backward and economically weaker sections of the society, has not paid money to 260,831 beneficiaries.

Under the integrated social security scheme (ISSS) - launched by Jammu and Kashmir government in the year 1995 with the aim to provide financial assistance to old-aged, destitute, widows, divorcees and persons with disability and to those who are living below poverty line - 158,346 old age pensioners, widows and divorcees in Jammu and Kashmir have not received financial assistance since 2009.

101,787 people in Kashmir and 56,559 in Jammu haven’t received the cash assistance of Rs 1000 that was being provided to the beneficiaries.

The social welfare department has revealed this information before the State Human Rights Commission (SHRC). The commission sought a report from social welfare department after they came to know that in Chadoora over 9000 applications of beneficiaries were pending before the department.

Similarly, under the Indira Gandhi National Old Age Pension Scheme (IGNOPS) 87,985 people have not received the cash assistance – 52,626 in Kashmir and 35,359 in Jammu. Under this scheme Rs 1000 is provided to a household below the poverty line.

The document, accessed by the Greater Kashmir, further reveals that under Indira Gandhi National Disability Pension Scheme (IGNDPS) a total of 2119 people are yet to receive cash assistance of Rs 1000 since 2009 – 955 in Kashmir and 1164 in Jammu.

Under Indira Gandhi National Widow Pension Scheme (IGNWPS), 4630 beneficiaries are waiting for cash assistance – 1941 in Kashmir and 2689 in Jammu.

And under National Family Benefit Scheme (NFBS), in which one-time financial assistance of Rs 2000 was being provided to the families living below poverty line, 13751 beneficiaries are in pending list - 7051 in Kashmir and 6700 in Jammu.
