KAS 2016 Mains exams: ‘Future course of action’ on Wednesday

Following the High Court orders, the J&K Public Service Commission (PSC) has put on hold the ongoing KAS 2016 Mains exams.

Talking to Greater Kashmir, Chairman PSC Latief U Zamaan Deva said they’ve deferred all the KAS 2016 Mains exams as per the High Court directions. He said the future course of action will be decided after holding a commission meeting on Wednesday. 

“For time being we’ve deferred all the exams and we’ll hold a commission meeting tomorrow (Wednesday) and take a decision whether to approach Supreme Court with Special Leave Petition (SLP) or not,” he said.

Deva said the High Court in its judgment has upheld PSC processes. “As per the judgment, High Court cancelled only Mains exams while as preliminary exam is intact,” the PSC Chairman said, adding that as per rules, 6900 candidates were allowed to sit for KAS 2016 Mains exams, but 429 ousted candidates approached HC with Letters Patent Appeal (LPA). “High Court observed that the 429 candidates also deserve to appear in Mains exam,” he said.

Earlier, after holding preliminary examination, the PSC (vide the Notification No. PSC/Exam/2017/22 dated 23.04.2017) had declared 6925 out of 47000 candidates to have qualified for KAS Mains examination. The cut-off mark was declared as 270.477 out of the aggregate of 450 marks.

After considering representations of candidates on wrong answer key, the Commission issued a revised list with cut-off merit 277.275, as a result of which 429 candidates, who were figuring in the unrevised list, were excluded.

“In pursuance of Division Bench judgment, PSC will take further measures,” Deva said.

Meanwhile, Deva said the commission may issue notification for fresh KAS Mains exams tomorrow if they decided not to approach Supreme Court with Special Leave Petition (SLP).

“If we chose not to go to SC with SLP, then fresh notification will be issued tomorrow only,” Deva informed.  “We have to include 1600 more candidates who will submit forms and give preference for optional subject and exam centre.”

Deva said the PSC will announce new date sheet after completing the formalities for submission of application forms.
