In what underlines the non-seriousness of the J&K government towards filling of the key administrative positions, one officer is managing three crucial posts in education department in the Anantnag district.

The school education department last year appointed joint director education Nasir Ahmad Lone for south Kashmir districts. However, Lone has been given the additional charge of the chief education officer (CEO) Anantnag and the principal district institute of education and training (DIET) Anantnag.

“The post of the CEO is very crucial and needs to manned by an officer having full-fledged charge. But the department has overburdened a single officer who obviously can’t manage three important assignments single handedly,” an official wishing not to be named said.

The principal DIET Anantnag retired on superannuation in December 2016. The charge of the post was given to then CEO Anantnag G R Shah in addition to his own duties. “But in December 2017, Shah also retired. Subsequently, the charge of the CEO Anantnag and the principal DIET Anantnag was given to the joint director, education, south Kashmir in January this year,” the official said.

The official said the department preferred to allow the officers to manage important posts on additional charge, instead of promoting the eligible officers, which according to him, would improve the delivery system in the department.

“The department has withheld confirmation and promotions of officials which is also a reason for assigning additional charge,” he said.

The department has also left the post of librarian unfilled in Rani Bagh girls’ higher secondary school (HSS) for past five months creating inconvenience to the students.

“The school has a well maintained library with good collection of books. But there is no librarian,” the official said.

“On the other hand, the department has posted a librarian in the DIET Anantnag where the library is not functional as there is no library fund in the DIETs and they get books donated by NGOs or any other organization,” the official said.

Secretary school education department, Farooq Ahmad Shah said the CEO and the principal DIET in the Anantnag district will be appointed shortly. 

“The joint director will be relieved of his additional charges,” he said, adding that he has issued instructions to the director school education Kashmir (DSEK) to “immediately shift the librarian from DIET to Rani Bagh higher secondary school.”
