For the health and medical education department, a pediatrician and a child psychologist are the same. 

On 17 January 2018, the JK Public Service Commission invited applications for the posts of assistant professor (lecturer)/lady medical officer/casualty medical officer/medical record officer for upcoming Government Medical Colleges in Baramulla, Anantnag, Kathua, Doda and Rajouri. These teaching posts include six vacancies for child psychologists. The JKPSC has prescribed MD in pediatrics as the qualification for the post.

But in a 2015 advertisement for the post of child psychologist at GMC Srinagar and Jammu, the PSC had prescribed MPhil in clinical psychology with fellowship/experience in child psychology as the requisite qualification. 

In fact, on 18 January 2018, the GMC Srinagar called applications for posts to be filled on academic arrangement. Among these are posts of child psychologists open to “candidates with MPhil in clinical psychology with fellowship/experience in child psychology”.

Also, as per the Rehabilitation Council of India (RCI), the basic eligibility qualification for a clinical psychologist is a professional qualification in clinical psychology recognized by the RCI from time to time. 

Currently, approved qualifications are a 2 year MPhil in clinical psychology, 1 year professional diploma in clinical psychology and 4-year PsyD in clinical psychology, all in full time mode. 

This has been communicated to all states by the RCI in its letter dated 9 April 2013.

Recently, the department of psychiatry of the GMC Srinagar laid out eligibility criteria for various faculty positions in clinical psychology. As per this official document, eligibility for child psychologist’s post is “MPhil in clinical psychology or MPhil in medical and social psychology from an RCI-recognised institution or MPhil in clinical psychology from GMC Srinagar or GMC Jammu”.

Those with degrees in child psychology see “ulterior motives” in medical education department’s latest ad.

“We have presented all documents to the government that clarify the eligibility for the said posts but to no avail,” said Aijaz Ahmed Sofi, chairman Kashmir Association of Clinical Psychologists.

A senior psychiatrist likened the ad to “illiteracy about mental health”.

Chairman JKPSC Lateef-uz-Zaman Deva said the matter has been “taken up with the health and medical education department”.
